Airport Improvements

Planning is now underway for improvements to the runway at the state's
Morrisville-Stowe Airport. However, the project does not involve
expanding the length of the runway - a controversial topic in recent years.
Lamoille County Planning Commission senior transportation planner David
Pelletier explained the runway improvements will serve to make the
existing runway safer and bring it up to required Federal Aviation
Administration standards. While that does not include expanding the
paved portion of the 3,700 foot runway, it does mean expanding the
"Runway Safety Areas" on either end of the runway.
"The Runway Safety Areas are the clear, level, grass areas at the ends
of the runway," Pelletier explained. "They serve in the case of someone
coming up short or long in a take off or landing." Pelletier went on to
note the existing RSAs do not meet FAA standards for grades or length.
In addition, there are trees at both ends which penetrate what is
supposed to be clear air space.
Also included in the project will be an improved drainage system for the
runway and improvements to allow the runway to better withstand the
annual freeze/thaw cycle. Due to its age and condition, the runway
lighting will also be replaced.
Pelletier stated the Vermont Agency of Transportation is contracting
with Clough Harbor Associates, a firm specializing in airport planning,
design and permitting. He said current plans call for the project to be
put out to bid around this time next year, with construction occurring
by the end of 2005. However, Pelletier cautioned, the project timetable
has already slipped some, and that construction date may no longer be
realistic.
CHA will be responsible for designing the project, including conducting
an environmental assessment to address wetland impacts. CHA will also
obtain the required permits for the project and assist in putting the
construction phase out to bid.
Pelletier emphasized the planned improvements are required by FAA
regulations. He intimated the FAA would not financially assist the
Morrisville-Stowe Airport in the future if these issues are not addressed.
